I have the honour to tran amit herewith a letter

addressed to me by a large number of residents in Hongkong with reference to their internment as prisoners of war in the Colony. I am asked to state that this letter is written in line with a resolution passed unanimously before any of the men went into camp and carries the names of only those avail- The letter was able for signature after the others had gone. not passed into camp for signature for fear that such action might be taken as in some way representing an incitement of the prisoners to dissatisfaction.
